Compensation to Endosulfan Victims.
An allowance of rupees one lakh each to the families of the victims of endosulfan in Kasaragod was one of the first decisions announced by the Government. The number of deaths occurred due to endosulfan disaster in Kerala up to the year 2008 was 486. The previous Government released allowance to only 178. The number of deaths occurred after 2008 will also be reckoned. A panel of expert doctors will be constituted to provide treatment for endosulfan affected persons. Stringent checking measures will be imposed in all check posts of Kerala to prevent illicit transportation of endosulfan from other States.
Moolampally Package
The Moolampilly evictees’ rehabilitation problem has been resolved by the UDF government. The Government would provide water supply, electricity and road connectivity to a common point in each of the plots earmarked for resettlement of the evictees. A sum of Rs. 75,000 would be given to each family for piling as the land given was marshy.
The government would continue to provide rent at Rs. 5000 a month to the evictees up to six months after the establishment of the infrastructure facilities promised by the Government. The arrears in rent would also be paid. Twelve families who had been denied allotment of land under the rehabilitation package would be given titles and other benefits upon their forfeiting compensation paid under the Land Acquisition Act. One person each from the families who lost house would get employment in Government service.
Kuttanad Package
Sufficient budgetary allocation will be ensured for the implementation of Kuttanad package. Enough personnel will be posted under the leader ship of Chief Engineer. It is envisaged to implement different projects of worth Rs. 3500 crores in the package. Out of which projects of Rs. 523 crores had acquired sanction. The Centre Government shall reimburse the amount that incurred by State for the project. To revive Thannermukkam bund and Thottappally spillway, repair works of will be executed based on the report of Chennai IIT. Also decided to procure 150 harvesting machines for Kuttanad. The seed for paddy cultivation named ‘Prathyasha’ developed by Monkompu seed farm will be popularized.
Kochi Metro
The Kochi Metro Rail project would be executed through Centre – State – Public participation. It is envisaged on the lines of the Chennai Metro Rail project model. A Special Purpose Vehicle has been constituted with the Chief Minister as its Chairman for the speedy implementation of the project.
The project would be implemented on the Chennai model and the District Collector was entrusted with the task of handing over the necessary land at the earliest for the work to begin. The Chief Minister ordered to start the necessary work to relocate the shops and establishments which will have to be evicted for the purpose. The government decided to immediately sanction Rs. 154crore for the project.
The North overbridge will be demolished first and the shops under the bridge will be relocated before the demolition begins. Funds from the sanctioned amount will be utilised for this. Along with this Pullepadi road will be taken over by the corporation and the road-widening of Vytila and Thrippunithura will be carried out. District collector was entrusted with rehabilitation work after consultations with the elected representatives.
Chengara Package
The 7000 odd families engaged in lievelihood struggle at Chengara for months on end were given a raw deal by the previous LDF Government. Some of them were given land for livelihood in inhospitable rocky terrain of forest regions, susceptible to the forays of wild animals. Chief Minister is having an urgent relook of their problems for effecting quick ameliorative measures. It is also decided to resolve the grievances of the large number of Scheduled Caste and Scheduled Tribe families engaged in a non violent struggle for their livelihood rights at Kangazha Harrison Malayalam plantation at Chengara. The half-hearted and insincere approach of the previous LDF Government hoodwinked these indigent people and left them in the lurch. Revenue Minister will visit the spot and steps would be initiated for satisfactory rehabilitation of these people.
Extension of KPSC Rank Lists
Government Decided to extend the period of ranked lists of KPSC which expires on May 31st for six months. Later KPSC extended the same for three months.
Pullumedu Disaster
Immediate steps will be initiated to distribute the already declared compensation of Rs. 5 lakhs to the dependents pilgrims who died in Pullumedu Disaster
Kanamala Disaster
Steps are being progressed to distribute the compensation of Rs. 4 lakhs by Government and Devaswom Board to the 11 Sabarimala Pilgrims from Andra Pradesh who died at Kanamala.
Petrol: Exempted additional cess
Government decided to give up the additional cess imposed on the price of Petrol and thus the cost of petrol will be decreased by Rs. 1.22. The public would get a benefit of Rs. 131.94 crores in this regard.
Malayalam as 1st language
Government has decided to implement Malayalam as 1st language in all State schools of Kerala in this year itself. The previous government had already decided the same but not implemented.
Unified ID Card
The State will implement the Unified ID card scheme of Central Government within one year. For this 31 temporary posts have been created and also allotted 140 lakhs of rupees for its administrative expense. Rs. 150/- will be paid to each BPL family reached for taking photographs for the UID card. Akshaya, Keltron and IT@School are the implementing agencies if the project. The time limit to execute the project is actually three years but in Kerala it is planned to complete within one year. If it happends so Kerla would be the first state to issue UID cards to all its citizen.
Pension to Unwed Mothers
The pension amount to unwed mothers among tribes has been increased from Rs. 300 to Rs. 1000. Rehabilitation of this hapless people is already initiated.
Plus two Seats increased
It was decided to increase the seats of plus two by 20% in all schools in Kerala. The activities of special schools, whose period have expired, will be continued till the implementation of Right to Education Act.
Land to Tribes
Steps are being taken to distribute the land already identified to 6037 tribal family. Efforts are being carried out to identify land within six months to 943 tribal families those who have no land at all and 1169 families those who have land partially.
Ration Allocation
Steps are being completed distribute 25 Kgs of rice to BPL families at the rate of Rs. 1/- per Kg during the forthcoming Onam season.

Collapse of House: One lakh compensation
The compensation amount has been raised from 3500 to 1,00,000 to collapse of house during rainy/monsoon season. Also decided to give Rs. 1,00,000 to dependents of persons who are died due to snake bite or Thunder and lightning.
Pallana-Kumarakodi Bridge
Foundation stone had been laid to Pallana-Kumarakodi Bridge. The expected expenditure of the bridge is Rs. 32.8 crore.
Raid to prevent Child labour
Decided to conduct wide raids all over Kerala to prevent Child labour as well as child begging. A web site will be launched to find out missing children. Child Rights Commission will be constituted so as to implement and protect juvenile justice. DNA tests will be conducted if necessary to prove the paternity of street children and also steps will be taken to rehabilitate them. New child welfare committees will be constituted in seven districts in which the tenure of committee had expired and also provide infrastructure facilities to them including computers. It has also been decided to constitute child protection units and special juvenile police units in all districts.
51 crores to Fort Kochi, Mattanchery heritage zone
Decided to implement projects of Rs. 51 crore to protect and develop the heritage zones at Fort Kochi and Mattancherry. State Government had allotted Rs. 15 crore as 1st phase to the project which is being implemented by UNESCO. Central aid will also be there to the project. Kochi Corporation is the implementing agency of the project. The project will start on July 2011 and will be completed on 2013. The project will help to improve the tourism as well as infrastructure facilities in the region.
Help to Malabar Cancer Centre (MCC)
Decided to improve the background facilities of Malabar Cancer Centre urgently. Posting will be done to 86 posts already sanctioned, out of which 20 are belongs to doctors. The salary of the doctors working ion RCC will be equalized to that of RCC. Number of beds will be increased as and when the new building construction is completed and proportionate staff strength will also be increased.
It has also been decided to start BSc Nursing College and separate section to child cancer section in MCC and for that separate building will be constructed. Efforts will be initiated to get more funds from centre. Highly sophisticated treatment equipments will be erected.
Educational Aid to Sneha
The Government will meet all the expense regarding the education of Sneha, the daughter of Shari who died in the Kiliroor sexual harassment case.
Munnar Eviction
It is decided to confiscate the Government property at Munnar. An all party meeting will be conducted to discuss the issue in this regard.
Flat and Share Rackets
The Government will take stringent measures against the rackets being worked in the field of Flat construction and share deals. The DGP is asked to submit a detailed report in this regard.
Relief to peasants from wild pigs
The wild pigs which destroy the agriculture cultivation is a nuisance to peasants. Government allowed permission to kill such animal by obeying the rules and regulations of forest and wild life. The dead body of the animal should be destroyed and the meat of the same should not be used for edible purpose.
K. M. Chandrashekharan as Planning Board vice chairman
K. M. Chandrashekharan, Rtd. Cabinet Secretary would be posted as Vice chairman of the Kerala Planning Board. Cabinet rank will also be given to him.
Fight against Corruption
Assistant Grade in Kerala UniversityThe case against the appointment and posting of Assistant Grade in Kerala University has been handed over to Crime Branch Police. This was a major recommendation of the enquiry commission led by Hon. Justice N. Sukumaran.
Land registration of Ex-serviceman
The Government have decided to cancel the registration of land property of Shri Soman ,an ex-service man and a relative of former Chief Minister Shri V. S. Achuthanandan. Vigilance will enquire the case in detail.
Irregularities in Pariyaram Medical College
Government ordered to enquire the allegations and irregularities in the Priyaram Medical College. The admissions made on the past five years, Collection of fees including capitation fee, financial transactions, etc are the main issues under the investigation. Government asked to submit the report within three months. Finance Secretary Sanjay Garg, Medical Education Director V. Geetha and Co-operative Registrar K. V. Suresh Kumar are the enquiry committee members.
Enquiry against Unnikrishanan
Government have ordered vigilance enquiry against Shri.P. V. Unnikrishnan, former member of Planning Board and Vice-Chairman of Information Kerala Mission. The equiry order is based on the complaint submitted by Shri P. C. George, MLA. Corruption made in the IKM, urgent purchase made for the computerization of Panchayats including the purchase of software, false deals in ANERT, etc. will come under the investigation.
Vigilance enquiry against Arun kumar
Government have ordered vigilance enquiry against the allegations on Shri. Arunkumar, son of Shri.V. S. Achuthanandan. The enquiry being initiated in this regard by the Lokayutktha is cancelled. Out of the 11 allegations against Arunkumar, the lottery deal issue is exempted from vigilance enquiry since it is under the investigation of CBI.
Enquiry on SSA
The expenditure of Sarva Shiksha Abhiyan Fund for the last five years will be investigated by Vigilance. Publications, Training to Teachers, etc will come under the investigation
